Career Summary

A.L.M. Abdur Rahman ndc, former Secretary to the Government, is well experienced in Human Resources Management, Organizational Management, Public Policy, Strategic Management, National Security issues, Project Management, Career Planning, Performance Based Evaluation System, Procurement, Total Quality Management, Governance and Business Negotiation. He has a well reputed expertise of working with the Government as a member of BCS Administrative Services for about thirty three years. He is a member of Resource Persons’ Pool of Ministry of Public Administration and Bangladesh Public Administration Training Centre. As an expert on Water Governance, he is also a member of National Steering Board of Multi Stake holder Platform of Water Management, Ministry of water Resources. He is a prolific writer on society, culture, economics, history and literature. He has in his credit ten articles published in journals of National Defence College, Bangladesh Public Administration Training Centre, BCS Administration Training Academy and Department of Film and Publications. He has already published a book on the emergence of Bangladesh as a nation state. His some other books on Civil Service Management is yet to be published. As a resource person, he delivers lectures on varieties of issues in different training institutes at national level.


Education

He obtained M.A. in Economics from Chittagong University in 1981, NDC from National Defence College, Bangladesh in 2008 and MPhil from BUP, in 2011. At present, he is a PhD fellow at Dhaka University, in the Department of Public Administration. He had attended a lot of core trainings, seminars, workshops and certificate courses at home and abroad. He studied at the University of Manchester, UK, Civil Service College UK, Asian Institute of Technology (AIT), Bangkok, Civil Service College, Singapore and Open University Malaysia. He is a widely travelled person on official pursuits of three continents of the world.
